Implement the Post Primary Teachers Association recommendations on NCEA from the Teachers Talk about the NCEA Report March 2005 Evaluate NCEA in consultation with teachers, tertiary educators, employers, parents and learners to improve its assessment practices and its implementation Develop easily accessible information for learners, parents, and employers to increase understanding of the NCEA Include a change to the implementation and assessment practice of NCEA so that it allows children to show a breadth and depth of knowledge rather than just performing isolated tasks Research and develop ways for NCEA results to become internationally recognised qualifications for our children
Continue the evolutionary improvement of the NCEA
Set clear national standards in reading, writing, and maths. The standards will describe all the things children should be able to do by a particular age or year at school Require primary schools to use assessment programmes that compare the progress of their students with other students across the country Give parents the right to see all assessment information, and get regular reports about their child’s progress
Conduct an immediate inquiry into, and maintain an ongoing review of NCEA assessment systems, and in particular NZQA's setting of standards and management of the assessment process Consider the practical implications of removing unit standards from NCEA
Advocate for better teacher resourcing to handle greater demands of the assessment based procedures involved in NCEA Advocate for an increase in non contact time so teachers can meet the extra demands created through NCEA
Introduce a minimum number of standards for each subject that must be externally assessed Improve communication between examiners and teachers and students on what each achievement standard requires Ensure that all assessment tasks provided by NZQA have been pre-moderated Increase opportunities for external assessment of students' work throughout the year Establish consistent policies on reassessment
