Remove regulatory barriers, including legislative barriers to encourage new electricity generation using hydro, geothermal, wind and tide Substantially boost investment in research and development for alternative energy systems and technologies (including hydrogen, ethanol and other biofuels) Encourage and mandate ethanol and other bio-fuel alternatives to petroleum based fuels as long as the supply of such alternatives is both environmentally and economically sustainable
